Because FBR rules and technical material can change, implementation decisions should be checked against current official FBR resources.
What a practical Digital Invoicing system should handle
- Seller and buyer information required for the invoice workflow
- Product or service master data and the applicable invoice fields
- Tax configuration and consistent calculation logic
- Validation, submission and FBR response handling
- Clear separation of successful, failed and pending invoice states
- Invoice history, records and management review
- A staff workflow that is understandable in daily use
Software is only one part of the implementation
FBR's current public Digital Invoicing resources include legal provisions, technical assistance, a user manual, FAQs and an official list of licensed integrators. The current FBR FAQs also explain that notified registered persons integrate their POS, ERP or other invoicing system through a licensed integrator with a valid FBR license, with PRAL also described as an available licensed-integration route under the applicable rules.
This means a business should not judge a solution only by the invoice screen. It should understand who is responsible for software, data preparation, the licensed integration route, testing, staff guidance and support after go-live.

- What FBR requirement currently applies to the registered person?
- Which POS, ERP or invoicing system will create the invoice data?
- Are buyer, product/service and tax records complete enough for repeatable use?
- How will validation errors and failed submissions be shown to staff?
- Which licensed integration route will be used where required?
- Who will review configuration, testing and post-launch issues?
